Una serie de cartas dirigidas al Ministro de Ultramar denuncia la clasificación discriminatoria de los puertorriqueños dentro del sistema electoral español y reclama el reconocimiento de sus derechos. El autor combina relato histórico y argumentación política: rememora la colonización temprana, las epidemias, las invasiones extranjeras y el papel defensivo y económico de los habitantes, critica la negligencia administrativa y las reformas que imponen obstáculos económicos al voto, y defiende la lealtad y la dignidad colectiva exigiendo igualdad jurídica y atención eficaz de la metrópoli.
