A systematic examination of representative government that surveys its origins, historical development, and current vulnerabilities. The author analyzes causes of democratic instability and assesses competing modes of representation, from class-based delegates to parliamentary practice and plebiscites. Attention is given to political forces such as imperialism, radicalism, party spirit and corruption, and to how the fragmentation of power through elections affects governance. The work discusses the duties and reforming activity of government, the ways popular will is expressed institutionally, and the social and economic questions—including competition and rural grievances—that shape both demands for and limits to representative rule.
